Bill 157, which altered laws governing highway safety and established the Cannabis Regulation Act, was signed into law by Quebec Liberal Party Premier Phillipe Couillard in June 2018 notwithstanding the disputes. Additionally, it established the Société québécoise du cannabis (SQDC) to control distribution and sales.
Although proponents of the drug criticized some of the more stringent restrictions, such as the ban on home cultivation and the limited number of government-owned storefronts where cannabis will first be sold, Quebec declared that it will be prepared for legalization on October 17, 2018.
